Those that are of the truth which is the reality of Who God is will hear the voice of God. Both of these chapters have a strong emphasize on truth and what the truth is.

Philppians 1 and Psalms 97
The joy of faith comes out of receiving and conforming to the love of God which first hates evil and secondly loves the love of God revealed in the mercy of God. Those that love God Who is love are commanded to hate the opposite of love which is evil. God sows light into the righteous that is accompanied with gladness of heart because they are upright out of the fear of God.
Both of these chapters have a strong theme of rejoicing and gladness in the LORD. We are commanded to rejoice in Who Yaweh is. He is our very life source, deliverer, and protector.

Numbers 9 and Micah 5
In Numbers 9 we see the absolute importance for salvation by partaking of the passover lamb for cleansing and forgiveness of sin and also the leading of Israel by the abiding manifest presence of God over the tent of testimony. In Micah 5 Jesus Christ the real lamb of God is described in being smitten by a rod which came to pass just before His atoning crucifixion on the cross. There is also the prophecy of Christ’s rule and reign upon the earth with the remnant of the other tribes of Israel. In the last days God will lead His remnant to rule with a rod of Iron over the whole earth. In Numbers 9 God led the children by His presence in a pillar of fire over the tent of testimony which contained the mercy seat which speaks of the passover lamb.
